Five communities, two water districts, one leak to track down
Encinitas became a city in 1986. That year, Old Encinitas, New Encinitas, Leucadia, Cardiff-by-the-Sea and Olivenhain joined together. Census figures put the typical home in 92024 at 1981, and 57% of all homes in the city were built between 1970 and 1989. Homes of that age often carry copper supply lines inside the concrete slab. Copper that has been in the ground for 40 or 50 years can wear through, and common first signs are a warm patch of floor or a meter dial that won’t stop moving.
Cardiff-by-the-Sea has its own ZIP, 92007, and its housing runs a little older. The typical home there dates to 1977, and about 15% were built before 1960, so some lines may already have been repaired or replaced. That is why we trace the pipes as they are today instead of guessing. Your water supplier depends on your address. The San Dieguito Water District serves Old Encinitas, Leucadia, Cardiff and part of New Encinitas, and its 2024 water averaged 275 parts per million of hardness. Olivenhain Municipal Water District serves the rest of the city. Hard water leaves scale in water heaters and valves, and those parts can leak on their own.

What happens when we test for a slab leak in Encinitas?
Four steps, in the same order on every visit. Nothing gets cut open until the tests agree on which pipe is leaking.
Watch the meter
We turn off every faucet and appliance, then read the water meter. A dial that still moves means water is escaping somewhere. Closing the house valve narrows it down: if the dial stops, the leak is in the home. If it keeps going, the loss is on the supply pipe outside.
Isolate hot or cold
Shutting the cold feed at the water heater tells us which side is losing water. A drop in the leak reading points to a hot pipe, and no change points to cold. A warm floor is a clue, not proof, so we test it.
Listen on the pipe, confirm with pressure
Our acoustic gear sits on the plumbing itself: at valves, at the water heater and on any exposed run. Listening through concrete works poorly because the slab dulls the sound. A gauge on an outdoor hose bib gives a separate pressure reading. Thermal imaging only backs up those results when it adds something.
Choose the repair
For a failed pipe inside the slab, our usual fix is to bypass it with new PEX routed overhead and leave the old one where it is. A leak at a valve, a heater connection or inside a wall usually gets a direct spot repair. You see the plan and price in writing before we start.

A single rerouted line is the simplest job. When several runs are leaking, a bigger reroute or a full repipe can be the better value.
How old the copper is
In a home from the 1970s or 1980s, one leak can signal that the rest of that copper run is tired too, which may change our advice.
Getting the new line in
An easy attic over a single story takes less time. A second story, a low attic or a long run adds labor.
Water damage
Wet flooring or drywall needs drying and rebuilding, which is a separate scope from the plumbing. We document it for your insurer.
Our Encinitas home sits near a coastal bluff. Is a hidden leak worth checking early?
The city’s coastal bluff rules say over-watering can add to slide hazards. They limit irrigation near the bluff edge and require drainage on new projects to be sent away from it. A supply line leaking under your house adds water nobody planned for, so it is worth testing early instead of waiting.
We live in Leucadia. Can high water pressure cause leaks in our house?
It can add strain. San Dieguito Water District listed a pressure reducing valve project at Caudor Street and Leucadia Village Court in its 2024 report, for reliability and firefighting supply. Inside a home, pressure that runs high puts extra stress on pipes, valves and fittings. Our leak test includes a gauge on a hose bib, so you’ll see the reading.

Our Olivenhain property has horses and automatic waterers. How do you test for a leak on a place like that?
Olivenhain is the semi-rural side of Encinitas, with several private horse facilities. Automatic waterers fill up on their own, and that can move the water meter during a test. We ask you to shut them off first, along with any irrigation, so the reading reflects the house and the lines we actually work on.
Encinitas Ranch waters its common areas with recycled water. If a purple sprinkler line leaks near our home, is that yours?
No. The Encinitas Ranch Community Association switched the south mesa common areas to recycled water, with purple sprinkler heads and valve box covers. Those are irrigation lines, which we don’t work on, and they are kept separate from your drinking water. A leak in the drinking-water lines inside your walls or under your slab is ours.
