Moulton Niguel Water District, one of two districts serving the city, reported average hardness of 15.45 grains per gallon in 2025, and notes that Colorado River water, part of its supply, is considered hard. Over time, it leaves mineral deposits on plumbing fixtures.

Read the meter
We turn off every faucet and appliance, then watch the water meter, because a dial that still moves means water is escaping somewhere. Closing the house shutoff narrows it down. If the meter stops, the leak is inside the home, and if it keeps going, the fault is on the line out to the street.
Isolate hot or cold
Shutting the cold feed at the water heater separates the two sides of the plumbing. When the leak signal drops, a hot line has failed, and when it holds steady, the cold side is to blame. A warm patch of floor suggests hot water, but we test before we trust it.
Listen along the pipe, then pressure test
Our acoustic equipment listens through the piping itself at valves, the water heater and any exposed run. We do not listen through the floor, because concrete muffles and distorts the sound. A pressure gauge on a hose bib confirms the leak independently, and thermal imaging serves only as a supplementary check.
Repair to suit the leak
A failed line inside the slab stays where it is, and new PEX takes over its job through the attic. A leak at a valve, the water heater or inside a wall usually calls for a spot repair instead. Either way, you see the plan and the price in writing before we start.

The count cannot tell you that. The housing plan lists 5 residential plumbing repair permits from January 2013 to October 2020, against 1,343 for alterations or additions. The plan reads those totals as a sign that owners keep up maintenance. None of them shows what is under your floor, so a test is the way to know.
Our home was built before 1994. Could a permitted repair mean new toilets and showerheads?
It can. The city’s Building Division has owners of homes built on or before January 1, 1994 certify water-saving fixtures before the permit is signed off. For single-family homes, the form sets a January 1, 2017 deadline. Toilets over 1.6 gallons per flush and showerheads over 2.5 gallons per minute do not qualify.
The housing plan points Via Lomas owners to repair loans and grants. We live there. Should we wait before fixing a leak?
No. A leaking line wastes water while you wait. The city’s adopted housing plan says it will help lower- and moderate-income owners, particularly in Via Lomas, reach county repair loans and grants. Ask the city what is open today. Detection is free when we do the repair.
I'm 62 and on a limited income in Laguna Hills. Is there help paying for a plumbing repair?
Possibly. The city’s housing resources page lists Safe Homes for O.C. Seniors, which may provide grants of up to $20,000 for repairs including plumbing. You must be 62 or older, own and live in your home, and meet income limits. The county funds it through an outside administrator, and the city page lists how to reach them.
