Much of Lake Forest was plumbed before it had that name
The city chose the Lake Forest name when it incorporated in December 1991. Before that, this community had been called El Toro since 1863. About two in three homes inside today’s city limits were built before 1990, including the tracts Occidental Petroleum built in and around the eucalyptus groves in the late 1960s. More than half date from the 1970s and 1980s. Copper in a slab that old is where pinhole leaks show up, often as a warm patch of floor or a meter that won’t stop turning.
The foothill side of town is younger. Portola Hills tracts went in from the late 1980s into the early 1990s, Foothill Ranch was finished in 1996, and both joined the city in 2000. In 92610 the median home dates to 1995. Younger pipe tends to fail later. Either way, every call starts the same way: prove there is a leak, then find the line. Three water districts serve the city, and the El Toro Water District’s 2025 report puts its two supplies at 236 and 293 parts per million of hardness. Water that hard leaves scale in heaters and valves.

What happens when we test a Lake Forest slab for a leak?
Four checks, done in order. Nobody cuts, digs or lifts tile until the results name the line.
Watch the meter
Every faucet and appliance goes off first. A still dial means a tight system, and a turning dial means water is escaping somewhere. Closing the shutoff at the house splits the search in two: if the dial stops, the leak is indoors, and if it keeps going, it lies between the meter and the house.
Rule out hot or cold
Closing the cold feed to the water heater shows which side is losing water. A drop in the leak reading points to a hot line, and no change points to cold. A warm spot on the floor is a clue, and we still test before we trust it.
Listen on the pipe, confirm with pressure
Our listening gear sits on the piping at valves, the heater and any exposed run, never on the floor, since concrete dulls the sound. A gauge on an outside hose bib gives a separate pressure reading. Thermal imaging only backs up those results, and only when it adds something.
Choose the fix
A failed line inside the slab stays where it is, and new PEX runs above the ceiling to take its place. When the fault is at a valve, the heater or in a wall, fixing that one spot usually makes more sense. The plan and the price come to you in writing before work starts.

Existing water damage

Is El Toro the same place as Lake Forest?
Yes. The community was called El Toro from 1863 until residents picked the Lake Forest name when the city incorporated in December 1991. The city still lists El Toro as one of its planned communities, and El Toro High School and El Toro Road kept the name. Either way, we cover your address.
Does your 60-minute window cover the whole length of El Toro Road?
It does. El Toro Road runs about 10.5 miles across the city, from its I-5 interchange on the western edge out to Live Oak Canyon Road, where it becomes Santiago Canyon Road at the far northeast boundary. A home anywhere along it gets a technician within 60 minutes.
We live in the late-1960s homes built among the eucalyptus groves. What does a slab leak look like there?
Occidental Petroleum built homes in and around those groves in the late 1960s, so the copper under many of those floors is well over fifty years old. Watch for a warm patch of floor, the sound of running water with every faucet off, or a meter that keeps turning. Any one of those is worth a call.
We live on one of the two lakes. Could the water in our floor be coming from the lake?
The meter test settles it. Both lakes are man-made and run by neighborhood associations, and neither is part of your plumbing. With every fixture off, a moving meter means water is leaving your supply lines. If the meter holds still, your supply lines are not the cause, and we’ll say so before opening anything.
Our Foothill Ranch home is from the mid-1990s. If a line fails, do we need a full reroute?
Not always. Foothill Ranch was finished in 1996, and the typical home in 92610 dates to 1995. On pipe that age, a first leak is often a single fault. If it’s at a valve, the water heater or inside a wall, a spot repair usually fits. If a line inside the slab failed, we reroute that one line overhead.
