What actually goes wrong in Poway homes overnight?
Poway runs its own water utility, and the shape of that system tells you a lot about the calls we take. Roughly 294 miles of main, more than 5,000 valves, 15 pump stations and 20 pressure reducing stations exist because the town climbs from about 450 feet to 2,700 feet. Water has to be lifted up to Green Valley, Lomas Verdes and The Heritage and stepped back down for the valley floor around Old Poway and Garden Road. What happens between your call and our arrival?
Most of the damage in a plumbing emergency is not done by the failure. It is done in the half hour somebody spends hunting for a valve they have never had to touch. So the phone call does real work: while a truck is already moving, our dispatcher talks you through stopping the water where you stand. The aim is that the flooding has ended before we reach the curb.
On site it runs in a fixed order every time. Contain, diagnose, price in writing, then repair. Nothing is cut, pulled, or snaked until you have seen the number and agreed to it.
Get the water off
On the phone we work outward from the failure to the nearest thing that will stop it: a fixture stop valve, the inlet at the heater, a hose bib, or the main at the front of the property. The couple of minutes this saves is often the difference between drying a room and replacing a ceiling.
Deal with the electrics
Water near outlets, near an appliance, or sitting above a ceiling means the breaker goes off before we arrive. Where the heater itself is the source, gas is closed at the appliance and electric heaters go off at the panel.
The truck leaves loaded

You get the repair written down and itemized before a single tool is used. Rate, parts, labor, and the hour band it falls in. Where a claim is likely, we mark the lines the adjuster is going to want to see.
Repair, prove it, record it
Supply work is pressure-tested, drains are flow-tested, heaters get their relief valve and gas pressure checked. Photographs of what failed and what replaced it go to you, and to your insurer if one is involved.

That makes it one of the most heavily documented losses a household policy sees. Carriers want cause of loss set out in writing, photographs of the actual failed component, pressure evidence, and a line-itemed scope. One piece missing and the file waits while the damp works its way outward.

Whether the part is on board
The truck carries what these jobs usually need. Occasionally something unusual, a non-standard heater or an obsolete cartridge, needs a daylight parts run. That moves the timing rather than the scope.
What the water has already ruined
Anything soaked before we arrived is a separate scope from the plumbing repair and does not appear on our plumbing invoice. We document it so your claim can carry it.
Is this bad enough to call at two in the morning?
If water is escaping and you cannot stop it, yes. Split supply lines, a heater emptying itself, sewage rising in a fixture, or a main valve that will not close all qualify. So does a meter turning with everything shut off. A slow drip under a sink almost certainly does not, and we will say so on the phone.
How quickly can somebody actually reach me?

I cannot find my shutoff valve. What now?
Call and stay on the line, our dispatcher will talk you to it. On most homes here it sits on the exterior wall nearest the street, often close to a hose bib. If it is seized or missing, the meter can be closed with a standard meter key, which every one of our trucks carries.
The city left a tag about high usage. Is that an emergency?
It is a warning worth acting on the same day. Shut everything off and watch the meter, and if it still turns you have a live leak. Two reasons to move: the water is going somewhere, usually into ground or a wall cavity, and the city’s leak credit runs on a 30-day clock from the day you were notified.
Whose responsibility is it, mine or the city's?
The meter is the boundary. Everything on the house side of it is yours, and that is where we work. A failure in the main or in the city’s own equipment is theirs, and they run crews across roughly 294 miles of pipe for exactly that. If the problem turns out to sit on their side, we tell you and you pay nothing.
Do you charge a call-out fee or a night premium to turn up?
No fee to attend and no premium simply for arriving. The diagnosis is free and you only pay if we carry out the repair. There is a higher labor rate for evenings, overnights and holidays, and it appears as its own line on the estimate before you agree to anything.
My heater has died on a holiday weekend. Same day?
Nearly always. Tanks in the common domestic sizes travel with us in both gas and electric, along with the usual tankless service parts. The exceptions are unusual installations, point-of-use units and indirect-fired systems, which may need a weekday parts run. Hard water here is rough on tanks, so we see a lot of these.
Sewage is coming up in the downstairs shower. What does that mean?
That it is the main line, not that shower. Waste backs up at the lowest opening in the house, so the lowest fixture is where it shows regardless of where the blockage sits. Roots and grease are the usual culprits. We clear it the same night, camera it afterwards, and tell you whether that is the end of it.
Once the water is off, how do you find where it was leaking?
Stopping the flow is the first job, locating the source is the second. That is our leak detection work: acoustic equipment on the pipework plus a pressure test, rather than opening surfaces to look. If the failed line is inside the concrete, the answer is slab leak repair, rerouted overhead rather than through your floor.
Will my policy pay for any of this?
Typically the damage yes, the plumbing no. Most HO-3 wordings cover sudden and accidental escape of water, so soaked flooring, drywall and drying out usually fall inside the policy while the repair to the failed pipe or appliance sits outside it. We document both halves so the adjuster is not interpreting, and we deal with them directly.
Does this kind of work need a permit?
Some of it. Water heater replacement, gas work and sewer line replacement are generally permitted through Development Services at City Hall on Civic Center Drive. Like-for-like emergency repairs, a burst section of supply line or a stop valve or a fixture swap, generally are not. We tell you which applies and what the fee is before we start, not afterwards.
